期間，光大集團(tuán)高管、董事會(huì)秘書(shū)葉振勇出席了2019年國(guó)際貨幣基金組織(IMF)與世界銀行秋季年會(huì)。國(guó)際貨幣基金組織(IMF)與世界銀行秋季年會(huì)是全球規(guī)模最大的財(cái)政和經(jīng)濟(jì)官員、非政府組織及銀行界盛會(huì)。
以下為李曉鵬發(fā)言摘要（附中文翻譯）：
Clay Lowery: Hi, Xiaopeng, thank you very much for being here! We just saw numbers coming out of China this morning. The economic growth appears there is a decline in the Chinese economy. How does your institution see it? And how do you think the Chinese economy is reacting?
（主持人）Clay Lowery：李曉鵬董事長(zhǎng)，非常感謝您親臨現(xiàn)場(chǎng)！今天早上，我們看到中國(guó)公布了一組數(shù)字。中國(guó)的經(jīng)濟(jì)增長(zhǎng)出現(xiàn)放緩跡象。請(qǐng)問(wèn)貴機(jī)構(gòu)是如何看待這一狀況的？您認(rèn)為中國(guó)經(jīng)濟(jì)將會(huì)如何應(yīng)對(duì)這一問(wèn)題？
Li Xiaopeng：Thank you, Clay.
As your question is bigger, I might need more time. But don’t worry. I just want a short time to explain in four points.
李曉鵬：謝謝，Clay。您的提問(wèn)較宏觀(guān)，我或許需要更多時(shí)間來(lái)回答。但是別擔(dān)心，我盡力精簡(jiǎn)，從四個(gè)方面來(lái)闡述中國(guó)經(jīng)濟(jì)的情況。
Firstly, about general situation. As we all know, today China’s economy is facing downward pressure due to trade conflict. But in my opinion I think China’s economy is very resilient.
Especially, the rapid growth of service industry and technology innovation can support the economy. So I think the Chinese economy is healthy today.
首先，從基本面來(lái)看，由于貿(mào)易摩擦等原因，中國(guó)經(jīng)濟(jì)增長(zhǎng)的確面臨一定的下行壓力，但我認(rèn)為中國(guó)經(jīng)濟(jì)具有足夠的韌性。特別是快速發(fā)展的服務(wù)業(yè)與科技創(chuàng)新，能為中國(guó)經(jīng)濟(jì)提供支持。因此，我認(rèn)為當(dāng)前中國(guó)經(jīng)濟(jì)是健康的。
Secondly, about the regulations and policies. As we all know in recent years Chinese government has made many policies to promote the economy, but in my opinion, I think the Chinese policy is so cautious. For example, the Chinese government has made the policy clear that we are not to flood the economy with liquidity. And we will not use the real estate as a short-term economic driver. Meanwhile, you know, last year the Chinese regulator issued new rules to prevent risks from shadow banking business.
第二，監(jiān)管和政策方面，眾所周知，近年來(lái)中國(guó)政府制定了許多政策來(lái)促進(jìn)經(jīng)濟(jì)發(fā)展，但我認(rèn)為具體政策仍然是審慎的。例如，中國(guó)政府已經(jīng)明確提出，貨幣總量上不搞“大水漫灌”，不將房地產(chǎn)作為短期刺激經(jīng)濟(jì)的手段；其次，中國(guó)監(jiān)管機(jī)構(gòu)去年出臺(tái)了資管新規(guī)以防范“影子銀行”業(yè)務(wù)風(fēng)險(xiǎn)。
Thirdly, about new kinetic energy. The meaning is that the future growth of Chinese economy, I think, depends on the economic reform and technology innovation. As we all know today, many kinds of economic innovations, such as AI and Fin-tech, have changed people's lifestyles and created more and more opportunities of development.
So in the future, in my opinion, I think the sharing economy, the digital economy and the platform economy will boost the growth in China.
第三，未來(lái)中國(guó)經(jīng)濟(jì)發(fā)展的新動(dòng)能方面，我認(rèn)為中國(guó)經(jīng)濟(jì)的增長(zhǎng)將依靠經(jīng)濟(jì)改革與科技創(chuàng)新。正如我們當(dāng)前所看到的，諸如人工智能、金融科技等各種各樣的經(jīng)濟(jì)創(chuàng)新已經(jīng)改變了人們的生活方式，也創(chuàng)造出越來(lái)越多的發(fā)展機(jī)遇。因此我認(rèn)為，共享經(jīng)濟(jì)、數(shù)字經(jīng)濟(jì)和平臺(tái)經(jīng)濟(jì)未來(lái)將會(huì)成為中國(guó)經(jīng)濟(jì)增長(zhǎng)的“發(fā)動(dòng)機(jī)”。
Fourthly, about confidence. If you ask me how about the economy is in China in the near future, I think it needs time to realize economic transformation, but we are confident for the future growth. So, I’ll give you a good example of our company. China Everbright Group is a financial holding group in China with full financial licenses. We are striving for the opportunities of business.
第四，關(guān)于信心。若問(wèn)我中國(guó)經(jīng)濟(jì)在不久的將來(lái)會(huì)怎樣，我會(huì)告訴你，盡管經(jīng)濟(jì)轉(zhuǎn)型需要時(shí)間，但是我們對(duì)未來(lái)的發(fā)展充滿(mǎn)信心。我們公司就是個(gè)很好的例子。中國(guó)光大集團(tuán)是一家中國(guó)的金融控股集團(tuán)，擁有金融全牌照的優(yōu)勢(shì)，正積極探索把握業(yè)務(wù)機(jī)遇。
No.1, we established an AMC to buy NPLs (non-performing loans) and do business of debt-to-equity swap. The purpose is to manage the deleveraging；
No.2, we opened a wealth management subsidiary in China to fence off the risks of shadow banking from the formal bank;
No.3, we innovated a new technology platform, which is Cloud Fee Payment system, to provide a special business model for fee business. It is very good for the adjustment of income structure;and
No.4, in our investment banking business, we do IPOs on the Sci-Tech Innovation Board and also do business in QFII and (Shanghai-HongKong) Stock Connect.
一是成立了資產(chǎn)管理公司，通過(guò)收購(gòu)銀行不良資產(chǎn)、參與債轉(zhuǎn)股等項(xiàng)目幫助實(shí)現(xiàn)“去杠桿”；
二是設(shè)立了銀行理財(cái)子公司，以推動(dòng)資產(chǎn)管理業(yè)務(wù)健康發(fā)展；
三是創(chuàng)新推廣金融科技，搭建了光大銀行“云繳費(fèi)”金融科技平臺(tái)，為繳費(fèi)業(yè)務(wù)提供了獨(dú)一無(wú)二的解決方案，對(duì)銀行收入結(jié)構(gòu)的調(diào)整大有裨益。
四是在投行業(yè)務(wù)方面，我們不但成功地幫助數(shù)家企業(yè)在中國(guó)科創(chuàng)板上市，在QFII和滬港通等方面也有建樹(shù)。
Finally, as we all know, recently we are continuously accelerating the process of opening up to the world. We work together with our financial partners, such as Sun Life Canada, Prudential U.S., and Abu Dhabi Global Market.
最后，眾所周知，中國(guó)金融業(yè)正持續(xù)不斷地加快對(duì)外開(kāi)放的步伐。中國(guó)光大集團(tuán)與加拿大永明金融集團(tuán)、美國(guó)保德信金融集團(tuán)、阿布扎比國(guó)際金融中心積極合作，擴(kuò)展國(guó)際業(yè)務(wù)產(chǎn)業(yè)合作。
Generally speaking, in the near future, both the Chinese government and Chinese financial institutions warmly welcome more and more foreign investors to come to China, and work together, hand in hand, to create some good opportunities. Thank you!

Clay Lowery: So Xiaopeng, your institution has been elected to the Dow Jones Sustainability Index for four years for outstanding performance. So congratulations! And China has clearly made a real effort to have its growth greener and more sustainable. How is your institution looking at this sustainable finance and green finance type of issues going forward? How do you do it now? And how are you thinking about going forward?
Clay Lowery: 李曉鵬董事長(zhǎng)，貴機(jī)構(gòu)近年來(lái)因表現(xiàn)優(yōu)異，已連續(xù)四年入選道瓊斯可持續(xù)發(fā)展指數(shù)（DJSI）。恭喜您！中國(guó)在綠色發(fā)展、可持續(xù)發(fā)展方面作出了實(shí)質(zhì)且顯著的努力。請(qǐng)問(wèn)貴機(jī)構(gòu)如何看待諸如可持續(xù)金融、綠色金融等綠色行業(yè)的未來(lái)發(fā)展方向？可否分享貴機(jī)構(gòu)在這方面的實(shí)踐？未來(lái)將如何發(fā)展？
Li Xiaopeng：Thank you. It’s a good question.
李曉鵬：感謝你的提問(wèn)，這是一個(gè)很好的問(wèn)題。
In my opinion, I think making China’s economy greener is very important and necessary.
以我所見(jiàn)，中國(guó)經(jīng)濟(jì)走綠色發(fā)展道路不僅十分重要，而且非常必要。
As one of the Fortune 500 companies, we understand the bigger we are, the greater responsibility we have.
作為《財(cái)富》500強(qiáng)的企業(yè)之一，我們深知“企業(yè)越大、責(zé)任越重”的道理。
But why our company devoted so many resources to the industry of environmental protection, because we found obvious opportunities of development.
光大集團(tuán)之所以向綠色環(huán)保產(chǎn)業(yè)投入了大量資源，是因?yàn)槲覀冊(cè)谶@些領(lǐng)域發(fā)現(xiàn)了巨大的發(fā)展機(jī)遇。
On one hand, there are a lot of potential financial markets. I’ll give you two figures.
一方面，金融市場(chǎng)潛力巨大，我舉兩個(gè)數(shù)字為例。
One is about 33%. The meaning is that last year the green bond issuance increased by about 33% year-on-year in China, ranking No.2 in the world.
第一個(gè)數(shù)字是33%，指的是去年中國(guó)綠債發(fā)行規(guī)模同比增長(zhǎng)33%，位居全球第二。
The other figure is about 2.5 trillion RMB. The meaning is that this year, I think the total scale of green financial trading will reach 2.5 trillion RMB. It’s so huge.
另一個(gè)數(shù)字是2.5萬(wàn)億，我認(rèn)為今年中國(guó)綠色融資交易總量將達(dá)到2.5萬(wàn)億元人民幣。這個(gè)規(guī)模非常巨大。
On the other hand, we found strong policy support in this industry.
另一方面，綠色產(chǎn)業(yè)得到了政府強(qiáng)有力的政策支持。
So as you know, this year Chinese government approved many cities to build green financial pilot zones to create some new businesses, and so on.
如您所知，今年中國(guó)政府批準(zhǔn)多個(gè)城市建設(shè)綠色金融試驗(yàn)區(qū)，創(chuàng)造了新的業(yè)態(tài)。
So about our company, as everybody knows, we are a financial holding company, but we also have good industries, such as environmental protection industry, health industry, and tourism industry, and so on.
就我們企業(yè)而言，眾所周知，我們是一家金融控股公司，但集團(tuán)旗下也擁有其他優(yōu)秀產(chǎn)業(yè)，例如環(huán)保產(chǎn)業(yè)、健康產(chǎn)業(yè)和旅游產(chǎn)業(yè)等。
For environmental industry and green industry, we have accumulated expertise.
在環(huán)保產(chǎn)業(yè)和綠色產(chǎn)業(yè)方面，我們積累了豐富的經(jīng)驗(yàn)。
For example, we have a good company in Hong Kong, which is Everbright International. It is the biggest investor and operator in waste-to-energy business in Asia. And fortunately the company has won the great title of “Asia’s Most Honored Company”.
例如，我們?cè)谙愀塾幸患覂?yōu)秀的子公司光大國(guó)際，目前是全亞洲最大的垃圾焚燒發(fā)電投資及運(yùn)營(yíng)商，榮獲“亞洲最受尊崇企業(yè)”的稱(chēng)號(hào)。
On another hand, you may know that our company developed so many scales of green financial business.
另一方面，光大集團(tuán)進(jìn)一步深入發(fā)展綠色金融業(yè)務(wù)。
So first, we are going to set up a new green investment fund for “Belt and Road” Initiative.
一，光大集團(tuán)將牽頭設(shè)立“一帶一路”綠色投資基金。
Second, we set up a green technology research center in Hong Kong.
二，光大集團(tuán)在香港成立了綠色技術(shù)創(chuàng)新研究中心。
And thirdly, our commercial bank, China Everbright Bank，is the first joint-stock commercial bank that issued overseas green bonds,and promoted green syndicated loan business in Hong Kong.
三，光大銀行是中國(guó)第一家在境外香港市場(chǎng)發(fā)行綠色債券的股份制商業(yè)銀行，在香港積極推動(dòng)綠色銀團(tuán)貸款項(xiàng)目。
And fourthly, we established a good relationship with Luxembourg Exchange to create new green financial products.
四是我們與盧森堡證券交易所建立了良好合作關(guān)系，希望合作創(chuàng)新新型綠色金融產(chǎn)品。
Finally, I will work together with foreign investors who may come from the members of IIF, hand in hand, to build a better life for the people in the world.
